I could be wrong but I think the owner is (was ???) Dirk Torwesten in Germany. I am not sure though....

Always liked that pic. They're "Kafer Cup" style fenders. Not sure of the tire/ wheel combo though.

the fenders are available from Kerscher, Hoffman Speedster & CSP in Germany.

Those wheels look like 15" wheels, possible BBS deep dish
