Apart from Lee at LAP I don't think that anyone does a package in England. However, I see no reason why you can't get Spax, GAZ, Bilstein or Koni to build some Coilovers. All of their businesses support the race industry so its all common for them. Look at Kersher and some of the other German tuners as well.

Your requirements for a low car and a nice (comfy) ride could be mutually incompatible as the lower you go the shorter the working length of the spring/damper and therefore the stiff the rates need to be to support the car as unloaded/fully loaded. Thats not to mention the changed suspenion geometry.

With respect to Bugscandrift, I would source suspension from the country its used in as they will be tuned for local condiitions and expectations (driving culture?). North American suspension specs have traditionally been significantly different to European specs and even in Europe they can be different still. German specs account for smooth well maintained roads whereas French specs account for their Pave. (Ford got it seriously wrong with the Mk3 Escort that was almost exclusively designed for French Pave that created an aweful pitching front/rear on British country roads)
