In the states I have no idea. In europe it's not so complicated. Mines were brand new in box, bought them from a FIAT dealer.

Actually I´m looking forward to a porsche fan - 5 or 11 arms and I´d like to implant it into my bus *gg*

they were made especially for this car. As it is not a very complicated thing, I think anybody can prepare it who has some kind of experience with making c/f parts
