Noticed a posting on eBay stating 77-80 rabbit steering column plastic cover fits beetles from 75- up.

Yep, y'all were right. The builder built it as a 70 and has the ring on the pressure plate. Good call!! Will I be able to remove the ring or just buy a new stock type4 pressure plate?
