you can charge...
may just need a new battery.
you can charge your current battery and see if it holds a charge.
check your alternator to make sure it is putting power back to the battery. should be 13.8 to 14.6...

i've been told that a bolt on valve cover will...
i've been told that a bolt on valve cover will always leak. i guess they can not expand with the head like a bail style valve cover. also, bolt on breather fittings to the valve cover leak as well....
