I checked #1 for TDC on compression stroke by removing the plug and inserting a wooden pencil in the chamber while turning the crank. It verified that TDC on the pulley is infact TDC.

So I think I have narrowed it down to compression and possibly old fuel ?

I've had the car stored for the winter with 3/4 tank of gas. Its 87 octane and I've read the 914 2.0 GA required 91 octane ?

I've charged the battery and noticed now that it does turn over quite a bit faster ... just like the old 1600 now.

I'm going to try some starting fluid to see if I get any sort of combustion. If I do, then I think the problem is old fuel.
