I'm very interested in the T181 'flanges
I found some in the states at $35 each plus shipping and duties. A very similar price I suppose.
I don't forsee a problem with drilling the bottom bush, I did this and I now have 14mm shouldered bolts in my steel arms. On your ali arms use the 951 washer.
Have you considered the possibility of redrilling the top shocker mount hole out to M14? This could in theory compensate for the mis-alignment but would be tricky to drill.
Note, the steel in the bushes on the 951 shockers have a wall thickness of ~4mm.
