I've never heard of it. I tend to shy away from chemical means. Too many factors involved to get a good result.
If it's the quarter panel, do some serious looking to make sure it is not rusting through the panel. If that is the case, then no measure short of replacing the panel will do. While replacing the panel, spray the inside of the body with an aircraft wax (Eastwood) or some type of undercoating. And be sure to get as much of the insulating foam out. That is the cause of the problem usually.
DO NOT use POR-15 or any other similar product on the outside of the car. There are numerous reasons, but the best is that it is a royal pain to sand it smooth. Almost impossible once it has dried.
