One option could be stock replacement 94mm P/C set for a 2.0 bus $229 from CIP. I'm not sure about slip-in or not as i've only built typeI HP motors so far, but two weeks ago i got a 2.0 typeIV long block out of a running '77 bus for free . I plan on using it as a core to build a 2.5 RAT. I would have to say don't cut corners on your cooling system period! You wouldn't run a water cooled motor without a good waterpump and radiator would you? Getting your heads, crank, rods, rebuilt, and new cam and lifters plus gasket kit, and conversion flywheel and clutch and pressure plate etc.... You might stay under 1k minus cooling system. I'm not trying to wreck your plans or anything, but there is a bit of $$$ to stuffing a typeIV (i'm assuming) in a bug. The transmission has to be considered also, and exhuast. You can do it, even if it takes a little longer to save the cash. It will be well over a year before i can even think about buying the 2.5 kit.
