There are WAY too many many variables in engine configuration and assembly. Two engines with the same parts will make different amounts of power. If you throw in cams/heads/valve sizes/carbs/venturies/jets/ignition timing/timing curve/and a host of others, engine size is one small part of the puzzle.
As soon as you state a number for a combo, someone will prove it wrong, higher or lower, doesn't matter...
