Do what Ricola said with the blanking plug. I saw a contraption made up on an early bug once. It was a door light switch mounted on a bracket on the shift coupling, when reverse was selected the switch touched the cover plate turning the lights on. The other way is a fairly rare part these days, its a sensor that fits on the speedo cable and turns the reverse lights on if the car moves backwards, it can take almost a complete wheel revolution for the lights to come on.
