your using 944 stub axles correct? the tie rods mount from underneath as standard. you need a bump steer kit to convert to on top mounting. beetles normally mount from underneath and the flip kit was sold to convert them to bottom mount for really lowered cars to eliminate bump steer. looking at the angle of your tie rod at the moment having it mounted from above will give it a better angle and improve the bump steer that you must have now, set up like it is. the steering arms are mounted lower on the 944 stub axles compared to 1303 as well.
