When screwed full down (or is it up?) there is no loss of pressure and you should have full pressure to the rear. I'm not surprised that you have excessive bias to the front especially as the front calipers were designed for a very front heavy car and the rears for a car with a light rear end - arse about face really ! If you want to retain the calipers in their relative position I would seriously think about a balance bar set up that will give you a much bigger range of potential bias.
