Super 1600 build-up...

Need some help building an inexpensive engine for my manx. The car should weigh in at less than 1400 lbs. The crank needs to be 8 doweled.
Here is what I have that is good.
2 stock engine cases.
2 sets of P/C 85.5mm and 87mm.
1 good stock cylinder head.
1 set of sheetmetal.

I need reccomendations on crankshaft selection, camshaft selection. I would like to be able to use stock heads and a stock 34 pict to keep the engine cheap for now. I was thinking of using a 74 mm crank to bump up the displacement to 1699cc and if my numbers are also correct that would net a CR of 9.2:1, which would burn todays higher alcohol fuels. I didn't have the stock deck height spec or the stock head cc's spec.

What are some good camshaft selections to run with single high rev valve springs.
What I need is a good amount of torque since my rims weight 39 lbs. each without the tire.

Any advice is appreciated.
I am trying to stay around $500 for the major items.
