For stock fenders you're going to have the best luck with 7's all around given your choices...the steering box stops will probably need to be adjusted a bit, so that you don't rub.
I'm running 6.5" ET55's with 195/45's and 17mm spacers on the front of my 77 Std Beetle with Ghia spindles/discs and an AVIS adjustable beam, lowered just a little. On back I've run 16x7" ET40's with 225/50's - little or no spacer - stock re-drilled drums.
