Is this too tall

Well I finaly found all the letters on the gears of the early (aluminum case/66) 901 I plan to use in my bug. They are as follows.

A - 11:34 - (3.091)
F - 18:34 - (1.889)
M - 22:29 - (1.318)
S - 25:26 - (1.040)
X - 28:24 - (0.857)

Final Drive - (7:31)

Rear Tire - 205/55/16

The internals of the trans are very nice, looks to be freshly assembled, I need to double check a couple of things, set the pinion mesh and finish assembley.
The chart I have for MPH is for 165/HR/15 tires and shows 78 mph @ 4000 in 5th. I don't know the dia. of a 165/HR/15 to compare. If I am close to that I will be happy, 80 mph @ 4200.
Or should I look for a 914 gear stack in trade for the 2nd 901 (also early aluminum) that I have?

3600-3700 rpm is what my 914 with 205/50R15 does at 80mph in 5th.

Could I just swap the 5th "X" pair 28:24-(0.857) for a Z, ZA or ZD pair? The 4th ratios are pretty close. Z would seem to be just right with my 4th, ZD would require winding 4th out a little further prior to shifting.
