This is wrong. The final drive ratio in top gear of every German made Beetle that had either a 1500cc engine or a 1600 was the same. This includes all 67-79 Beetles with those engines. The mistake you are making is that the R&P was changed from a 4.125:1 to a 3.875:1 in 73. However, at that exact same time 4th gear was lowered closer to 3rd such that your cruising rpm at a given speed would be the same. The only thing acomplished with the R&P change was to make the first 3 gears taller.
