Well first set your base line ignition timing according to your engine specs and elevation aswell as fuel.
I am at 4000 feet so i can get away with running a full 36 deg of advance, but at lower altitudes you can expect to be around 28-32 deg. Once it's set and feeling ok.... then play with your carbs.
unless you can read plugs really well (kinda hard once fine tuning is needed) i would invest in a Inovate LM-1 fuel/Air ratio meter, very accurate and easy to use.
Also, before you start playing with your jets you need to get your float level inside your carbs spot on, your hesitation could be from a lean out condition durring those RPM's. you would be suprised what 1-2mm of float level change can do. i played around with mine (40mm dellortos) for a weeks before i found the spot where there was no hesitaion from 2500-4000 and 6000+. the "JETTING " was spot on, but the floats where off by 1mm).

Now you say your running a little on the rich side? Do you have a ratio number it was at? expect to be around 12.0 give or take one percent on a performance motor.
Also, if you have a meter you need to test it underload (While driving) to see where your rich and where your lean... then you can take action from there.

I gotta say carbs are a pain in the *** compaired to Fuel injection, but ussualy once you get it set you dont have to fiddle with it much afterwards.

Oh... BTW, i would run at least 92 Octain, there is really no resson to run anything less if you care about your motor and performance.
