idle trouble 34-3

i am having trouble setting the idle on a 34 pic 3. after the carb was rebuilt it was put on a 1641 with 041 heads and an engle 100. i followed the directions that came with the rebuild kit, but still cannot get the engine to idle at a low speed. any suggestions?
