Correct me if I'm wrong, the pre 1967 Beetles all used the oval shaped headlamps. I think they were the 'Rossi' style.
If you're not running a Super Beetle (1302, 1303) then the fenders pretty much bolt on. The issues will be with getting the bumper mounts or brackets modified. Check into it. If your local VW supply house has both early and late fenders, match them up and I think you'll find that the mounting bolt holes line up! Hope this helps.
