As they are widend fenders I would just stick them where they look best to you. The stock position may not be the best place anyway and I have seen many that use the oportunity to place them where they like.
YOu could center them or raise them slightly higher for better visibility?
Sky is the limit for early bugs. I'm kinda stuck with where the GIANT hole is on mine. I have a '74 1303.
