If they're aftermarket fenders, they often have extra material in the fender lips due to poor stamping. You may look at trimming back the lip with tin snips or a cut-off wheel.

If you don't want to spend $250 for a one-time-use tool or buy new fenders, go to a body shop. I was quoted $75 for all four fenders. (I eventually found a different solution.)
The trouble with this tool (or a baseball bat and towel -- a suggestion tossed my way at the time of my consideration ![]() |
