The small pipe bleeds back into the top of the header tank to bleed any air bubbles out of the system. This header tank is pressurised as well, and feeds back into the main coolant system. The small size of the pipe means that only a small flow goes back into the tank, while the bulk of the coolant circulates around the main coolant route.
I use this system on my Wasserboxer beetle, and it gets the air out of the system really well.
