I think perhaps you have the 968(front engine) and the 964(911model) confused. The 89-91 came out with a 4pot brembo caliper up front 28mm x 299mm disc and 2 pot small calipers in the rear (24mm x 299mm)discs. Not sure on the master cylinder size for that model however??
You are possibly very correct in your statement about over biased braking, just think you have vehicles mixed.

Your right, I do have them confused, I am so used to people looking at the 944 and derivatives for braking components I naturally jumped to conclusions. My apologies.
I don't have any details on the 911 m/cs but a quick check on the piston sizes will indicate a posible solution. Do you have those to hand?

I had the combo you describe on my old bus (964C2 brakes). I was using the 944 stepped master cylinder but was not completely happy with it. I had plans to put in a SC master (20.6mm F/R) but never got around to it before I sold the bus. In bugs, I use stock 19mm MC for 944T, and that what's I would advise for your system.
