Corvair or Reichert-style horizontal fan setups are perfectly possible on T1 etc, Chris' 914 setup has the alternator THERE as the SCCA rules require it to be in the stock 914 location.
(same SCCA rules say nothing on where the cooling fan goes/works or even exists, most of the F-prod 914 setups use ram air via flex sewer pipes from the headlight holes.)
LA Performance in the UK still makes T4 upright fan housing using teh 911 fan, a T1 shouldn't be impossible or even any harder.
(I started fabbing a corvair-fan one myself awhile back, then got sidetracked... now I'm considering running a T1 fan upside down//backwards to suck air from the bottom 8-0 )
